Tactical Concepts, LLC offers the NRA Basic Pistol Course, which is a prerequisite for obtaining a Pistol Permit issued by the Department of Emergency Services and Public Protection (DESPP). This permit, available to individuals over the age of 21, authorizes the carry and purchase of handguns, long guns, and ammunition.

Objective of the NRA Basic Pistol Course

The primary goal of the NRA Basic Pistol Course is to equip students with the fundamental skills, knowledge, and attitude necessary for the safe handling of pistols and revolvers.

Course Content

The Basic Pistol Course covers a comprehensive range of topics, including:

  • Gun Parts and Operation: Understanding the components and functionality of various firearms.
  • Ammunition Safety: Learning the correct handling and storage of ammunition.
  • Cleaning and Storage: Proper techniques for cleaning and storing firearms.
  • Loading and Unloading: Safe procedures for loading and unloading firearms.
  • Shooting Fundamentals: Mastering the basic principles of shooting.
  • Range Safety: Ensuring safety protocols are followed at all times on the shooting range.
  • Pistol Sports and Activities: An introduction to various pistol-related sports and activities.

The course includes both classroom instruction and practical, hands-on training. Students must demonstrate their ability to handle firearms safely during a live fire exercise at the shooting range.

Permit Requirements

To be eligible for the Pistol Permit, applicants must meet the following criteria:

  1. Age: Must be at least 21 years old.
  2. Residency: Must be a legal resident of the United States.
  3. Local Presence: Must have a residence or business in the jurisdiction where the application is made.
  4. Lawful Intent: Must intend to use the handgun for lawful purposes only.
  5. Suitability: Must be deemed a "suitable person" to receive a permit.
  6. Safety Course Completion: Must have successfully completed an approved handgun safety course.
  7. Clean Record: Must not have been convicted of any of the following:
    Felony | Criminal possession of a narcotic substance | Criminally negligent homicide | Assault in the third degree | Reckless endangerment in the first degree | Unlawful restraint in the second degree | Riot in the first degree | Stalking in the second degree
  8. Juvenile Record: Must not have been convicted as a delinquent for a serious juvenile offense.
  9. Mental Health: Must not have been discharged from custody in the preceding twenty years after being found not guilty of a crime by reason of mental disease or defect.
  10. Protective Orders: Must not be subject to a restraining or protective order involving the use, attempted use, or threatened use of physical force against another person.
  11. Firearms Seizure: Must not be subject to a firearms seizure order for posing a risk of personal injury to self or others.
  12. Mental Competence: Must not be prohibited from possessing a firearm due to being adjudicated as mentally incompetent under federal law.
